I bought a condo in 2004 in a 10 unit gut rehab.  I don’t believe a Certificate of Occupancy was issued when purchased.  Nobody advised me during closing… lawyers, real estate agents, title company, seller.  Costs are piling up for hidden issues which would have been identified by city inspections.  Who is liable?  How can I take legal action?  I’m struggling!
